Hello, I’m from Philippines. I’ve been attempting to download the official installer and developer installer more than ten times. Are there any other ways to acquire the installers?

In your case, you can download the installers from:
https://www.gidhome.com/archive/GiD_Official_Versions/
and
https://www.gidhome.com/archive/GiD_Developer_Versions/
navigate through the directories and choose your system platform.
