Please have a look at the following figure:
It is a simple 2D model with cosine-curves.
By looking at the second figure, there is discontinuity at the red circle which, I think, does not allow NURBS surface to be built.
As a general question, how can I make a surface out of this shape and mesh it correspondingly?

I solved the problem but I could not find a way of deleting the post so I just reply to my post for future reference. As I said there were some discontinuities among some sections which I used Geometry>edit>line operations>join line and points to remove all the discontinuities and know the NURBS can be built in a perfect manner.
