I wonder if it is possible to generate Shishkin meshes in 2D.
I realize that graded meshes can be made using triangles. However, as far as I know it is not possible to do it with quadrilaterals.

No, the 'boundary layer mesh' 2D is only created with triangles, not with quadrilaterals.
If do you really need a thin boundary layer of quadrilaterals maybe could edit the geometry and create thin extra surfaces by extrussion
(e.g. using the copy tool with an 'offset' 2D transform extruding surfaces)
and then could mesh these 4-sided surfaces structuredly with quadrilaterals (setting the number of mesh divisions in both directions)
