I managed to download the problem types from the web site. May be the
firewall prevented the connection.

Problemtypes are physically located at:
ftp://gatxan.cimne.upc.es/pub/gidmodules/
It is an anonymous ftp server, it is not necessary a password.
If you can’t access directly from the GiD menu, try to use any ftp
client. Maybe do you have some firewall?
